In this section, we've compiled the main national regulations governing safety at height, offering professionals, designers, and companies a practical and up-to-date tool.

The rules for safety when working at height are dictated by Legislative Decree 81/2008, Consolidated Law , which indicates:

• The figures involved in the assessment, control and application of procedures suitable for protecting workplace safety;
• The obligation to train and inform workers;
• Assessing the risks inherent in working at heights—for years the leading cause of workplace deaths—and adopting adequate protection systems.

In the Consolidated Law, in particular in articles 15, 17, 22, 90, 91, 110, 115, the importance of analyzing the risk of falls from a height and of following the provisions given by the Technical Standards is highlighted.

Finally, any existing Regional Laws must be taken into close consideration when designing the system.

NTC - Technical Standards for Construction – Ministerial Decree 2018

The NTC 2018 defines the safety, durability and resistance requirements of constructions, both civil and industrial, including buildings, infrastructures and ancillary works.
They aim to ensure structural safety, prevent collapse, and protect human life by harmonizing design, materials, calculations, and construction.

Scope of application

• New constructions,

• Renovations and seismic adjustments,

• Inspections and maintenance of existing structures.

It includes all types of construction: residential, industrial, infrastructure, bridges, steel, concrete, wood or masonry works.

Relationship with other standards

• It refers to Eurocodes (EN 1990 – EN 1999) for structural calculation criteria;

• It integrates with local regulations for safety and fire prevention, including Legislative Decree 81/2008 for construction site safety;

• It is the mandatory reference standard in Italy for designers and construction managers.
